ACTUAL BEHAVIOR
---------------

This is a performance issue with the Select Alerts component when the user tries to filter the records on the Selection tab.

We are finding that the new SEVIS bundle includes code that is killing our system.  On Component PeopleCode the SEV_ALERT_FM.GBL.DERIVED_SEV.RowInit the code executes for all people for each and every person.  So if there are 3000+ people to process it does it for all 3000 people for each of the 3000 rows causing well over 9 millions DB calls/updates.

This is killing the app servers and causing the process to crash.
