Symptoms

On : 9.2 version, Award Profile

When attempting to add certification on Grants > Awards > Award Profile - Certification tab with Certification Date as 06/29/15 and the the Expiration Date as 06/24/16 and Save
the following error occurs.

Getting message "Expiration Date cannot be Less than Certification Date." whose Message Catalog is 9396,27

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Grants > Proposals > Maintain Proposal
2. Create a proposal with budget per budget period start and end date as 1/1/2015 and 12/31/2015. No of periods is 1.
3. Save the Proposal
4. Enter Budget information. Save
5. Submit the proposal and generate the award.
6. Navigate to Grants > Awards > Award Profile - Certification tab
7. Add a new certification with Certification Date as 12/26/2014 and the the Expiration Date as 12/26/16 with approval date as 8/27/2015 and Save
3. Receive the above error
