Symptoms

When running the batch notification component, the following error is encountered:

The issue can be reproduced at will with the following steps:

1. Set up and configure the notification framework.
2. Run batch notifications by going to Set Up SACR > System Administration > Utilities > Notifications > Batch Notifications.
