Symptoms

ISSUE STATEMENT
---------------
The issue is that Query Manager used to create a left outer joins with translate values now fail with DB2.
 
ERROR
---------------
A SQL error occurred. Please consult your system log for details.
Error in running query because of SQL Error, Code=8601, Message=[IBM][CLI Driver][DB2/AIX64] SQL0338N An ON clause associated with a JOIN operator or in a MERGE statement is not valid. SQLSTATE=42972 (SQLSTATE 42972) -338 (50,380)

STEPS
---------------
The issue can be reproduced with the following steps:
1. Reporting Tools > Query > Query Manager
2. Create New Query
3. Create a PSQuery using a left outer joins with translate values
