Requisition Workflow Not Routing to Next Approver (Doc ID 2091951.1)

Symptoms

Issue is after first approval, AWE is not routing to the next level and throwing the error.

Steps:
  1: Create a Requisition with more than approvers
  2: Login with the first approver
  3: Approve the Requisition
  4: Error is displayed
  
Error:
An error occurred while taking action on the Requisition.

Observation: EOAW Counter values were getting out of sync temporarily and then getting synced again
