Proficiency descriptions incorrect in performance documents
Competencies (setup as content items in Profile Management configuration) must be rated during the employee, participant and manager evaluation. Each competency has 4 different rating levels and each level has it’s own proficiency description.

When a performance document is created in English, the proficiency descriptions are shown correctly per level and in English according to the setup of the content item.
But when performance documents are created in Dutch (Nederlands) or French (Français) the system doesn’t display the language related (Dutch or French) description attached to every level as configured in the setup of the content items.

The issue can be reproduced at will with the following steps:
1. Log into PIA
2. Navigate to Main Menu > Manager Self Service > Performance Management > Performance Documents > Current Documents
3. Select a document created in Dutch (Nederlands) or French (Français)
