Incorrect Error Message During IB Failure Applicant Person Profile Error Message (Doc ID 2096725.1)

Symptoms

Incorrect error message during IB failure

In Recruitment when a candidate is put from Prepare for Hire into Manage Hires an IB message gets triggered. However, if the IB fails, there is an error message which is sent to the HR Admin. The subject of the mail reads the bind variables (%1 and %2) instead of the actual values. The following is the email which is generated:
Subject: Profile Data for Opel Simmons pushed into HR with errors.

The Profile Data for this applicant is processed. Please see below for errors that occurred during the process

Employee ID: 000100921
Type of Hire: Hire

The most likely cause is that required fields were uninitialized, or that the business logic enforcement written in PeopleCode returned an error.

The issue can be reproduced at will with the following steps:
1. Navigate to Recruiting->Manage Applicant
2. Change the Dispostion Status to Prepare for Hire
3. It Triggers Hire_Request
4.If there any issue in Applicant profile data, it triggers email as specified above, with incorrect message.
