When Syncing Employees Using The USER_PROFILE Sync, Employees Do Not Get Linked To A Person ID

Symptoms
Customer uses USER_PROFILE and PERSON_BASIC_SYNC service operations between their HCM and CRM environments to create user profiles and synchronize personal details for users which are added to HCM.
In HCM user profiles are linked to an employee type of EMP (user profile, ID tab). In CRM there is no employee type of EMP, but there is the person ID. The person ID gets created in CRM after the PERSON_BASIC_SYNC service operation has run. However, when the user profile in CRM is created through the USER_PROFILE sync it will not get assigned automatically to the correct person ID in CRM.
Should the USER_PROFILE message assign a person ID to the user profile in CRM or is there another process which needs to be configured or run to link these two?
The issue can be reproduced at will with the following steps:
1. Setup USER_PROFILE and PERSON_BASIC_SYNC integrations between HCM and CRM
2. In HCM, create a new Employee and its related user profile.
