ACTUAL BEHAVIOR
---------------
Some facet filters are showing as No Value under Department

Some facet filters under Department filter of Candidate Gateway are showing as 'No Value' even though a department is attached to the Job Opening. The issue seems to be because of the way the joining's are performed on SETID of SQL in the app. engine HRS_JPST_LIB.PPLT_JPS.Step02. In a case where Job Opening is in a different SETID than the department's SETID attached to it, the department description is not getting pulled and hence the related job openings shows under 'No Value' filter.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a new job opening (Recruiting>Create Job Opening) and while creating, make sure the department is selected which doesn't have access to SHARE setid.
2. Post the job opening to external sites and run the search index process (PeopleTools>Search Framework>Administration>Schedule Search Index).
3. Check whether the job opening shows up with correct department filter (Main Menu>Careers).
