EPY: AL State Tax Is Calculating Incorrectly When Employee Has Multiple Checks

AL state tax is calculating incorrectly when employee has multiple checks

Employee is receiving multiple vacation checks taxes at the special supplemental rate. Taxes are calculated at 5% on the first two check, and doubled on the 3rd check, and quadruple on the 4th check.

Employee separate checks should be calculating 5% for all 4 checks.

The issue can be reproduced at will with the following steps:
1. Indicate 4 separate checks that pays out the same amount for a Special Supplemental earnings
2. Run the payroll calculation
3. Review paycheck shows the correct percent of tax to be taken on the first two checks, doubles on the 3rd check, and quadruples on the 4th check.

The issue has the following business impact:
Due to this issue, users cannot get the system to calculate the correct tax to be taken on the 3rd and 4th check.
