Symptoms
Retro Requests for General Deductions and Benefit Deductions Not Calculating Simultaneously.
Retro requests are generated for late enrollments for General Deductions and Benefit Deductions as a result of a late hire. When a retro calc is run on the retro requests, the request for General Deduction is rejected. The error message created is "The Benefit Program defined for this employee was not found".
However, when tested on another employee the general deduction request was generated and then retro calculated separately from the benefit deduction retro request.
General deduction request rejected when retro calculated simultaneously with the benefit deduction however it calculates to success when retro calculated individually.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Hire 2 employees retro actively
2. Associate general deductions
3. Run retro deduction calculation
1 employee has rejected general deductions due to the error, the other processes correctly.
