Symptoms
Users get error message when opening attachments from Vendor and Voucher component. The attachment opens after clicking on OK button of the error message.
Steps:

1) Go to Vendors > Vendor Information > Add / Update > Vendor - Identifying Information.
2) Click on Attachments link.
3) Try to open an attachment.
Error message:

You are not authorized to access this component. (40, 20)
