9.2 : ELT Process on the EPM side does not get triggered because sync_id,sync date are not updated in account table (Doc ID 2101821.1)

Symptoms

On : 9.2 version

ISSUE
------
ELT Process on the EPM side does not get triggered because sync_id,sync date are not updated in account table,operating unit,class ,fund ,product,CF1,CF2, . In earlier  release 9.0
the sync_date was updated  on the account table when the effective date is changed and saved.But in release 9.2 the sync_date does NOT get updated when the effective date is changed and saved

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1Navigate setup Financial supply >>design chartfeild>>
2)open a account OR other chartfields(account table,operating unit,class ,fund ,product,CF1,CF2)
3)Change the effective date save
4)query the account_tbl
