When Uploading Documents with Forms and Approval Builder in Employee Self Service (ESS), process takes too long.

On : 9.2 version, Employee Self Service, Forms and Approvals Builder


System takes too long to upload Forms and Approvals Builder attachments, and it times out sometimes. The time required is increasing along with the number of attachments in the database.

Expect attachments to upload to database quickly.

The issue can be reproduced at will with the following steps:
1. Create new form using form builder. Enterprise Components>Form>Form designer to input employee documentation
2. Go to Self service>Personal Information>Name Supporting documentation
3. Try to upload attachments
4. System hangs.

The issue has the following business impact:
Due to this issue, users are unable to submit supporting documentation.
