Encounter a Duplicate TIN Error When Registering a Bidder That Was Already Rejected

Encounter an Duplicate TIN error when registering a bidder that was already rejected.

Steps to reproduce the issue:

1. Login as Guest User and register as a Bidder
2. Deny the registration as Approver
3. Then register again as bidder using the same TIN of the first rejected bidder
4. Enter TIN and the profile questions and Do Save for Later
5. Exit the Registration by clicking No
6. Then Do Continue Registration from where you left using the registration that save
7. Identifying Information page gets loaded and click on Next
8. Then it Gives Duplicate error for TIN
