EGL9.2: Journal Unposting & Reversal Invokes Budget Checking even if Commitment Control is Not Enabled for GL

Issue:

Commitment control is not enabled for GL at installation level. However while unposting a GL journal budget checking(FS_BP) is invoked. It causes abnormal results if budget checking called by unpost process fails. Journal gets unposted but ledger is not updated. Also the journal header status for the row having unpost sequence value 1 is undesired.
Similar issue also appears in case of reversal journal as well.
Steps to replicate:
-------------------
1. Inactivate commitment control budget checking & budget pre-check for GL.
2. Create a journal, edit it & post it. check the ledger balance for impacted accounts & chartfield criteria.
3. After posting Check the ledger balance for impacted accounts & chartfield. Also check the journal header status & budget status on journal entry search page.
4. Now mark this journal for unposting & unpost it
5. After unposting once again check the ledger balance for impacted accounts & chartfield. Also check the journal header status & budget status on journal entry search page.

Actual behavior:

Journal gets unposted but ledger is not updated. Also the journal header status for the row having unpost sequence value 1 is changed to 'V' instead of 'P'
Expected behavior:
-------------------
Ledger balances should get updated appropriately after the journal is unposted. Also the journal header status for the row having unpost sequence value 1 should have been 'P'.
