EAM: You cannot exceed the cost limit for a C.A.P. (8020,6)

The following message occurs when running AMIF1000:

You cannot exceed the cost limit for a C.A.P. You should either associate
this asset with another C.A.P. or increase the cost limit on the C.A.P. that
you are using.

But it was the 3rd asset which would make the CAP plan exceed its limit. The
first 2 rows should create the asset and not error.

1. Add a quantity 3 PO (capitalized) associated to a CAP plan.
2. Dispatch the PO.
3. Create a receipt, serializing the 3 rows.
4. Interface Receipt.

Example: The CAP plan is 50,000, Cost limit 51,000. The PO created in my test
was 3 lines of 20,000 each, which were serialized. Each asset would be
20,000. It's the 3rd asset which makes the CAP plan go over the limit (to
make it 60,000), so it doesn't make sense that the 1st 2 assets also receive
the ERR load_status.
