Fatal SQL Error when Certain Values are Entered as a Prompt for a List of Values

In Set Up SACR > System Administration > Utilities > List of Values > List of Values, when selecting a prompt value containing an apostrophe or numeric value, the value will be accepted. However, manually typing the same value will result in a SQL error.
Fatal PeopleCode SQL error occurred.

The issue can be reproduced at will with the following steps:
1. Navigate to Set Up SACR > System Administration > Utilities > List of Values > List of Values and create a list for record NM_ROYPREF_TBL.
2. Go to the bottom of the page.
3. Click on the prompt lookup button in Excluded Values.
4. Enter 'a or aan't.
5. Get error "Fatal PeopleCode SQL error occurred." The value will be accepted if you just use the prompt, but if you manually type a value with an apostrophe or a numeric value, an error will appear.
