Symptoms

Instance qualifiers not available for ePerformance and for old ePerformance templates after upgrade.

STEPS
---------
The issue can be reproduced at will with the following steps:
1. Instance qualifier is defined on profile management
2. No instance qualifiers visible with old templates
3. When creating a new template the instance qualifiers are visible

BUSINESS IMPACT

The issue has the following business impact:  Due to this issue, the person profile does not get updated with information from ePerformance. .
