ACTUAL BEHAVIOR

Rules Engine: Delete button deletes first row instead of the selected row

Issue: In Rules Engine when building a rule, the delete button for a selected row deletes first row or another row from the structure instead of the row that the user actually wanted to be deleted
Expected Behaviour: Button should delete the selected row
Navigation: Set Up SACR > System Administration > Rules Engine > Rules Engine Manager

Steps for Replication:
1. Navigate to Set Up SACR > System Administration > Rules Engine > Rules Engine Manager
2. Copy a system delivered rule for this example
   a. Select Create a Rule from a Rule
   b. Select a Rule Category (APT Functions)
   c. Click Search
   d. Select any rule in the category (APT Calculation Sample: Average for Students list (Courselist))
   e. Give a name (SR: Oracle SR Test for Row Delete)
   f. Click Ok
3. Delete a Row from the Rule
4. Observe that the line number changed but row is NOT deleted
5. Observe that total number of rows changed
6. Observe that first row is deleted
