Can't Import From MS Project (MSP) To PeopleSoft Project- AddAttachment failed. Unable to login into destination system for ftp (137,9) (Doc ID 2112299.1)

Symptoms

When I try to import that project back into PeopleSoft FS from Microsoft Project I get an error when I click on the 'Add Attachment' button.

AddAttachment failed. Unable to login into destination system for ftp (137,9)
The AddAttachment() call failed because the either the user or password indicated for the file server ftp account is not accepted. Please verify that the credential are correct.
