In Manage Application Page Highest Education Level Translate Values Not Correctly Effective Dated

Symptoms

In Manage application page, the Highest education level translate values is not correctly effective dated

The system does not behave as expected when a new translated value is added and given the same value as an existing row (with a later effective date).
Although the translate values for the highest education level are effective dated the system will display only the long name of the latest entry for that value for field “HIGHEST_EDUC_LVL”.
In the manage application page this results in the value being transformed into the latest long name for that value.

Two values 'N' are present with long names "A" and "B", with "B" having the most recent effective date. In the manage application page all values "N" will be displayed as "B".

The expected result when adding a duplicate translate value with a later effective date is that all applications submitted before that date, will be displayed as the previous value. All application submitted on/after that date should be displayed as the new value.


The issue can be reproduced at will with the following steps:

  1. Search an applicant with a highest education level filled in in the application.
  2. Add a duplicate value and give it a later effective date.
  3. Return to the application from step 1. The newly added value is displayed.
