ETL9.2: PS_TL_EMPL_DATA.PROCESS_INSTANCE Does Not Have A Value Set, And Defaults To Zero.

Symptoms
Process_instance on TL_EMPL_DATA updated with zero.
Process instance should be populated with unique non zero number.
STEPS
-----------------------
1) From Job Data/Employee Data component
a) Login to Job data component, Click on “Employment Data” link, then click on “Time Reporter Data” link to enroll employee into T&L for the first time.
b) Enter T&L details, click on OK, Save the Component.
c) Without moving out of component, click on “Time Reporter Data” link, add another effdt for the employee enrolled earlier and click on Save. Process_Instance in TL_EMPL_DATA will be zero for the latest effdt added.
2) From T&L Component
a) Navigate to Time and Labor -> Enroll Time Reporters -> Create Time Reporter Data
b) Enter the details, click on Save.
c) Without moving out of component (i.e without clicking return to search), add another effdt, click on save.
d) Process_Instance in TL_EMPL_DATA will be zero for the latest effdt added.
Because of the process_instance = zero, the Manager would get an error when submits the time:
Invalid parameter 3 for function CallAppEngine. (2,116) FUNCLIB_TL_WEEK.APPLY_RULES.FieldFormula Name:RunValidation PCPC:7207 Statement:69
