ACTUAL BEHAVIOR
---------------
When creating an absence in the Netherlands following the Wet Poortwachter Law when employee returns before the 28 day period, the system continues to generate notices.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set Up main menu > workforce administration > absence and vacation > process absence data NLD
2. Enter information into the Employee Illness Notification
3. Enter Monitor Follow-Up Action of returning to work before the 28 days allowed
