E-PUM: Define Or Create A New Change Package Fails With Error "Can Not Load Project From Database" (Doc ID 2112992.1)

Symptoms

Define or Create a New Change Package fails with error "Can not load project from database. I was successfully able to create my first change package. When creating my second change package, I received an error that i did not have enough room on my local disk to create the project. I corrected the disk space issue and tried to regenerate the project. Each time I try to recreate the project now, I get the error message "Can not load project from database".

I verified that I do have database connectivity and have verified that CA is successfully logging into the database. I have not been able to find any relevant log files and thus far even tried uninstalling CA and reinstalling with the same error. The version of CA which I am using is the one distributed with PUM016.
