GP ESP: Model 111 Shouldn't Compute Employees When Net Income/Ded is Zero

Model 111 includes information about the number of processed employees. When an employee has zero net he is compute in Model 111.
The system should compute the employees that are really adding some data to the Model 111. Employee shouldn't be added (as no income, no taxes) and it shouldn't be count as payee.
The issue can be reproduced at will with the following steps:
1. generate corrective calculations of two consecutive calendar (extra and monthly of December) which results are the same value, but one positive and one negative.
2. See TAX2 to confirm that are generated on the same way
3. generate Model 111
