Requiring Evidence of Insurability (EOI) When It Was Not Required in the Immediate Past Can Trigger Invalid Warning Message in Self Service (Doc ID 2115085.1)

Symptoms

Evidence of Insurability (EOI) is required for Dependent/Spouse Life Insurance in Open Enrollment in the current year, but not the prior one. Employees who have coverage but are making no changes to it this year are now getting the following warning message in Self Service:

ERROR
-----------------------
Any new election or increase to your life insurance benefit requires that you prove you are in good health.

STEPS
-----------------------
1. In Self Service, an employee with Dependent/Spouse Life Insurance coverage submits their Open Enrollment elections (Navigation: Self Service > Benefits > Benefits Enrollment),
    making no changes to that coverage in Open Enrollment (Navigation: Self Service > Benefits > Benefits Enrollment).
2. Error message is triggered.
