Change Order Process is not Updating the SUT_BASE_ID on the Purchase Order (PO) When the SHIPTO_ID on the Requisition is Changed

Change Order process is not updating the SUT_BASE_ID on the PO when the SHIPTO_ID on the requisition is changed.
Steps to reproduce the issue:
Create Requisition with ship to id '0003'
Budget check the REQ
Sourced to Purchase Order
Dispatch the PO
In activate the Ship to ID '0003'
Create a change request and change the Ship to id to '0004'
Approve the Change request
Run the PO_POCHNG process
Validate the data in REQ and PO level
Both Ship to ID and SUT_BASE_ID is '0004' on the Requisition.
Ship to id is '0004' and SUT_BASE_ID is '0003' on the Purchase order.
