ACTUAL BEHAVIOR

When 0 dollar invoices included in LOC draw it doesn't get processed.
EXPECTED BEHAVIOR
-----------------------
0 dollar bills should be processed in LOC draw with other lines as total is not 0.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Bring data from grants where 0 dollar line is present and then run LOC draw.
