AP_APY2015 runs to no success with financial sanctions enabled on Unix process scheduler server
Process Request shows status of INITIATED or PROCESSING but no longer running
1) Add vouchers
2) On Pay Cycle Manager > Preferences page, check on Financial Sanctions list edit box
3) Run pay cycle process on a Unix Process Scheduler server (PSUNX)
4) AP_APY2015 runs to No Success
