One Time Ship To from Requisition is not Defaulting to Purchase Order

When a user copied a requisition and changed the "attention to" and added a "one time shipping address" the information is not defaulting to the PO when it was created, although it appeared on the requisition. The PO only recognized the previously used ship to that was on the original requisition.
The issue can be reproduced at will with the following steps:
1) Create Req and add a one-time ship to address
2) Copy req to event and post event
3) Create bidder response
4) Analyze Event
5) Award Event to PO
6) PO does not have the one-time ship to
