No Data is Written to the PS_DIVERS_ETHNIC Table When an Employee Answers No to Question One and Does Not Select any Ethnicities in Question Two in the Self-Service Ethnic Group Page

When an employee uses self service to update their ethnic group code, they have the option of not selecting any of the ethnic groups and saying "no" to the Hispanic/Latino question. If they say "no" to question 1 and don't select any ethnicity in question 2, no data is written into PS_DIVERS_ETHNIC table.

The issue can be reproduced at will with the following steps:
1. Navigate to Self Service > Personal Information > Personal Details > Ethnic Group
2. Select ‘NO” to Hispanic or Latino question and do not select a race
3. Run a SQL report and note that there is no data in the PS_DIVERS_ETHNIC table for this employee
