GPJPN: Incorrect Calculation Of Health Insurance Premium and Nursing Premium after applied Patch 22780967 (Doc ID 2119041.1)

Symptoms

Both Health Insurance premium and Nursing Premium were not calculated by the revised monthly standard remuneration amount
even if applying Patch 22780967 - GPJPN: LEGISLATIVE-ADDITIONAL GRADES TO THE HEALTH INSURANCE REMUNERATION TABLE which has been posted.

When running Payroll process for May 2016, both Health Insurance Premium and Nursing Insurance Premium were not calculated by the revised monthly standard remuneration amount.
Also, when running Payroll process for April 2016, both Health Insurance Premium and Nursing Insurance Premium for employees who resigned at the end of April
were not calculated by the revised monthly standard remuneration amount.

It seems new records were populated into PS_GPJP_SC_STDRMUN table with effective date 2016/04/01 correctly,
however, it seems revised monthly standard remuneration amount was not used for calculation but old amount was used.

Environment:

HCM 9.1 GP Bundle 2016-A

Replication Step:
------------------
1. Apply Patch 22780967.
2. Run payroll for May 2016.

Actual Behavior:
------------------
Both Health Insurance premium and Nursing Premium were not calculated by the old monthly standard remuneration amount.

Expected Behavior:
------------------
Both Health Insurance premium and Nursing Premium should not calculated by the revised monthly standard remuneration amount.

Business Impacts:
------------------
User cannot calculate both Health Insurance premium and Nursing Premium correctly.
