Public Events The Contacts Do Not Get Email Notifications When the Event is Posted (Doc ID 2119478.1)

There are 2 issues reported:

1. Create public event, using public event contact. 6 contacts entered 1 thru 6 with valid email id, apart form contact 4, post event successful but none of the contacts get email notifications.
2. Public event, invite vendor 1, bidder 1 and bidder 2 tied to category, event invited vendor 1 and bidder 1. Public event contact have 3 entries: contact 1 with invalid email id others are valid. Post event success. Vendor 1 did not get email notification.
