ACTUAL BEHAVIOR

After full update from PUM PI16 app engine is missing sections APLLOAD and APLDELE that PI16 database has

We extracted a full update -- everything not yet applied -- from PUM Update Image 16 and applied it to a 9.2 PI9 target database. After the update we noticed while trouble-shooting Time and Labor problems that the application engine program TL_TA_RULES was missing a number of sections that ARE present in the Image 16 database -- for example, APLLOAD and APLDELET - among others. I checked the project in the update package extracted from PI16, and the app engine is in the project, but not those sections.

We urgently need to know if there is something wrong with the extracted update, or if there is another valid explanation for this. We did apply the urgent PRP delivered for PI16 that Oracle emailed about (for bug 22708771) to the PI16 image before doing the package creation and extraction.

Images attached showing sections of this app engine as seen in App Designer. We used the 8.55 PI16 image, and the extracted package was applied HRPRX 9.2 under 8.54.19 PeopleTools.

The issue can be reproduced at will with the following steps:
1.Extract a package from pum image 16.
2. Open the extracted poacake a pum 9 environment and some sections are missing.
