E-SEC:Password controls cause PeopleCode error when creating new user profile in PT8.55 (Doc ID 2121831.1)

Symptoms

On : People Tools: 8.55.02, Application : HCM 9.2 PUM 16, Database : Oracle Database 12.1.0.2

Tried to add a new user by following the below navigation:
PeopleTools - > Security -> User Profile -> Add New Value

On saving the page it gives the following error.

STEPS

The issue can be reproduced at will with the following steps:

1. Enable password controls, for example:
8 minimum length
1 digit
3 passwords to retain
signon PeopleCode enabled
expires in 30 days without warning
5 failed logins locks account

2. Navigate to PeopleTools - > Security -> User Profile -> Add New Value
a. Enter UserID
b. Select Symbolic ID
c. Enter new password
d. Confirm new password
e. Select ID tab
f. Select ID Type as None
g. Save
