E-QR: The Heading Text in Query Manager Adds an Extra '=' for a Prompt Field

When attempting to create a PS Query with prompts the heading text behaves differently - it is displayed with different text depending where is run Query Manager versus Query Viewer.

There is a prompt heading text inconsistency between Query Manager and Query Viewer pages, the "=" sign should not display in the Query Manager page. The prompt heading should reflect the same text. For example, if the user wants to specify a very descriptive text to the prompt values, like 'greater than', the PS Query adds a extra '=' sign that will not reflect the correct prompt meaning that user wanted to specify. It will show as 'greater =' which is not correct.

The issue can be reproduced at will with the following steps:
1. Login to PIA
2. Navigate to Reporting Tools > Query > Query Manager
3. Create a new PS Query (e.g. SB_HEADING_TEXT)
4. View Query SQL


5. Hit Run Tab
The Query Prompt Window shows as 'Pay End Date > Than'
6. After entering the prompt value the query results are displayed in a different page, this time the prompt heading shows as 'Pay End Date > Than = 1900-01-01 '
7. Navigate to Reporting Tools > Query > Query Viewer
The Query Prompt Window shows as 'Pay End Date > Than'
