Project Costing Encumbrance Balance Overstated After PO Rollover (Doc ID 2124624.1)

On : 9.2 version, Purchasing Integration

ACTUAL BEHAVIOR
---------------
When POs associated with vouchers that have freight charges are Rolled over to next budget date, the encumbrance in KK is showing information correctly. Where as in PC, it is either over stated or understated depending depending on how many times the PC_POADJUST is run

EXPECTED BEHAVIOR
-----------------------
KK and PC systems should be reflecting the correct encumbrance balance.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. KK turned on PO, AP, Grants, PC
2. Ledger for a Unit for EGV05 set up with KK.
3. Procurement Control - Use Freight Charge as Prorated
4. PC Installation Options - Req Reversal - 'COM Amount', PO Reversal - 'ACT Amount'
5. Create a Proposal, Submit, Generate Award
6. Add Budgets and finalized
7. Review budgets exists in Budgets Overview page in KK
8. Create PO with Qty 100 and Price as 10. Distribute by amount, Add PC chartfield
9. Budget check the PO and Dispatch it.
10. KK shows encumbrance of 1000
11. Run PC_PO_TO_PC - COM of 1000
12. Create a voucher from PO with only 10 QTY copied to voucher
13. Add Freight of 20. Total gross amount will now be 120
14. Budget check and Post the voucher
15. KK shows expense of 120
16. Run PC_AP_TO_PC and PC_POADJUST. ACT of 120 and CRV of 120 created.

ACT - 120
CRV - 120
COM - 1000

17. Roll Over PO to next budget date
18. Budget shows that encumbrance is 880
19. Run PC_PO_TO_PC

ACT - 120
CRV - 120
COM - 100
COM - 900

20. Run PC_POADJUST

CCA - (-20)
ACT - 120
CRV - 120
COM - 100
COM - 900

This makes the encumbrance balance in PC = COM - ACT - CCA == 920
21. Run PC_POADJUST

ACT - 120
CRV - 120
COM - 100
COM - 900

This makes the encumbrance balance in PC = COM - ACT - CCA == 900

22. In KK, current emcumbrance is displayed as 880


PC and KK are out of sync with respect to encumbrance balance.
