Symptoms
ACA 1095c Transmittal file test failure
When attempting the submission of the ACA 1095c Transmittal file to the IRS it failed with the following error:

IRS: AIRMF3002 Rejected transmission - Unable to process your request because validation failure occurs in the Attachment Byte Size Number
STEPS

The issue can be reproduced at will with the following steps:
Create ACA XML Files
Benefits, ACA Annual Processing, Transmittal and Forms, Create ACA XML Files
