PSPPFUND does not distribute CPP Employer Portion (TAX_CLAS_CAN = CPR)

We are implementing commitment accounting in the timeframe of HCM upgrade to 9.2 - the first run of PSPPFUND was successful with all Paygroups processing without a single error message. However, the only tax classes available in PS_PAY_CTX_DIST after the run were HTX and EIR. CPR is bypassed for the entire population.

We are experiencing the same problem in our Demo environment.

No customizations have been applied to PNA or Commitment Accounting modules. All programming is used as delivered.

The tax classes CPR should be available in PS_PAY_CTX_DIST for the entire population.

The issue can be reproduced at will with the following steps:
1. Hire an employee who lives and works in Ontario.
2. Run the payroll process to confirm
3. Run the PSPPFUND process and verify the results on the Review Distribution Actuals

The issue has the following business impact:
Due to this issue, users cannot get the employer portion for CPP on the PAY_CTX_DIST.
