E-SEC : seeing error :User XXXXX is not authorized to access web library WEBLIB_EO_PE_SR.ISCRIPT1.FieldFormula (Doc ID 2127231.1)

In spite of having no active user polls, iTracker set to inactive (Portal Administration > Context > Content Ratings > Maintain Content Ratings) and iTracker not enabled (Portal Administration > System Data > Installation Options ) and AppPackage called PT_NAV2 continues to assign a value to the variable nNavCrefWebLib which gets added to our Employee Self-Service tab (default home page). There is no menu item indicated as being tracked. This generates thousands of log error messages every day:
'User XXXX is not authorized to access web library WEBLIB_EO_PE_SR.ISCRIPT1.FieldFormula'.

How can we get rid of this error?
