Why Doesn't The ACA Extract Pick Up Coverage With COBRA Event Id >= 900? (Doc ID 2127526.1)

On : 9.1 version, Affordable Care Act

ACTUAL BEHAVIOR
---------------
ACA Extract not picking up coverage with COBRA Event id >= 900?  When you creating a manual COBRA event, it assigns the COBRA event ID 900. A terminated (for the full calendar year) enrolled in COBRA coverage through a manual event is excluded from the ACA Extract.

EXPECTED BEHAVIOR

Expected employees with cobra to be picked up
