Manager Self Service - Search For Objectives Shows English Language as Default Instead Of Learner Preferred Language (Doc ID 2127718.1)

Symptoms

When a manager is going to the objectives of his employees and tries to search for learning, the language is defaulted to English. It should be defaulted with the language of the employee.

STEPS TO REPLICATE
--------------------
1) Login in another language than English. For example: Dutch.
2) Navigate to Self Service > Personal Information Home
3) Click button "Learning Preferences"
4) Advance Search Language is Blank
5) Navigate to Self Service > Learning > Find Learning, Advance Search Language is shown as 'Blank'
6) Navigate to Self Service > Learning > Learning Objectives,
Now the Advance Search Language is shown as 'English'

It is not correct that the language is defaulted to English. It should be defaulted with the language of the employee.
In this case we have a Dutch employee who is logged in in Dutch and he cannot find any Dutch courses that match the learning objectives because the language is defaulted to English.


BUSINESS IMPACT

Due to this issue, they cannot find any Dutch courses in the search.
