E-IB: Inbound REST Service Calls Losing HTTP Headers from DELETE, HEAD, POST, or PUT

On PeopleTools 8.54 or 8.55, some PeopleSoft functionality is exposed as a RESTful service, its calls pass vital parameters via custom HTTP headers,
for GET method this works, HTTP headers are copied into IBInfo/ContentSections/ContentSection/Headers/…, and the code can read the parameters,
but for DELETE, HEAD, POST, or PUT, no “Headers” section is inserted into IBInfo/ContentSections/ContentSection, the parameters are being lost.
