There was a bug where termination event is not added for terminated employees. Under the patch 22132371 (AUTO RE-ENROLLMENT FOR STATE PENSION) this issue is resolved.
However, system is also adding termination event, updating end date (as termination date) and updating the status as Inactive for the employees who were terminated in 2014/15 and are currently active in system. Because of this, their pension contribution is not getting deducted.
Run the process and check all the termination event in the trial run output. Some employees are terminated but the list also have employees who are terminated in 2014/15.
