EMM: Work Order Task Actual Start and End Date Not Converting Correctly

Work Order Task Actual Start and End Date not converting correctly
Step 1: User with regional settings Eastern European Time login in PeopleSoft
Step 2: User creates new work order and complete work order with Actual Start, Actual End Date and Time.
Navigation: Maintenance Management > Work Order Management > Work Order > Add New Work Order. Work Order creates Date and Time 10/30/2015 04.11AM (9.1 PM US Central Time - 7 hour difference)
Step 3: Click Actual Tab and enter Actual Start Date, Time: 10/30/2015 04:12 & Actual End Date, Time: 10/30/2015 04:13
Step 4: Login as user with regional settings US Central Time
Step 5: Navigate to Maintenance Management module to pull up work order created in Step #2 and go to Actuals Tab.
Observe the Actual Start Date and Actual End Date that was entered in Step #3 Issue: Actual Start and Actual End Date should have converted to US Central Time. In this case I was expecting the Actual Start Date and Actual End Date to should be displayed as 10/29/2015(29 is one day before 30) converted from Easter European Time to US Central Time with 7 hour time difference. But the screen shot below the page showing the same date 10/30 which is the date work order create using Eastern European Time
Note: the time field seems to be converted correctly to US Central Time from 04:12 to 21:12 and 04:13 to 21:13
