The PDF file is Blank After Running a BI Publisher Report

Symptoms
When trying to display the PDF file for the Purchasing, Detail Listing report from the Report Manager, a blank page appears and a popup message from Adobe Acrobat stating "This file cannot be opened because it has no pages".
The issue can be reproduced at will with the following steps:
1. Run the PO Detail Listing report By Date Range and for a different Buyer than the User.
2. The Buyer that the report is for should have no purchase orders created in the date range specified.
3. Go to the Report Manager and click onto the PDF Link.
4. Adobe Acrobat message received.
