Tree Builder Utility (HCSC_TREEBLD) Locks Users Out of System (Doc ID 2130091.1)

Symptoms

In only HCM v9.1/ Tools v8.55 instance, the process HCSC_TREEBLD is submitted to Process Scheduler, users are no longer able to login to instance (PIA) and there are blocking sessions located on database.

The issue can be reproduced at will with the following steps:
1.  Navigation: Main Menu > Setup HRMS > Product Related > Compensation > Utilities > Tree Builder Utility
2.  Submit Tree Builder Utility Process (HCSC_TREEBLD)
3.  While Running the Process Locks All Users Out of Application via PIA Sign In Page

NOTE:  This issue has not been reported and/ or replicated in HCM v9.2.  If customers encounter this issue in HCM v9.2 instance, please submit a new SR for engineer assistance.
