GP UK - RTI FPS Process Ignores Directors NI End Date (Doc ID 2131550.1)

Symptoms

The RTI FPS process ignores the Director's NI End Date as entered on the Maintain NI Details page.
If an employee's NI contributions are calculated as Directors NI and then switches back to standard NI, the FPS process continues to report them as Directors NI (ATT3 218).

Steps to reproduce
===================
1. Take an employee who is on Directors NI
2. Add an End Date for the Directors NI of 30/06/2015 (assuming we are running the July 2015 payroll)
3. Run the July 2015 payroll
4. Run RTI Prep and FPS
5. Check the FPS file and you will see the employee has the directors NI flag (ATT3 218) - this is wrong as they are no longer calculated using Directors NI
