Requisition Entry Event - When a Requisition is Closed, Re-Opened and Closed Again, the REQCLOSE Entries on EE_REQ_ACCTG_LN are Incorrect (Doc ID 2132687.1)

The REQCLOSE entry on REQ_EE_ACCTG_LN is incorrect when the Requisition is closed.  Then Reopened and closed again.  It is noticed that on EE_REQ_ACCTG_LN the new REQCLOSE entry is created with an incorrect sign.


Steps to recreate the issue:
1. Enter a requisition with two lines. Budget check and run entry events (creates REQPOST).
2. In the next accounting period, close the requisition. Run budget check and entry events (creates REQCLOSE).
3. Re-open the requisition. Run budget check and entry events (reverses the REQCLOSE and reverses and restates the REQPOST).
4. Re-close the requisition. Run budget check and entry events. Entry events creates a REQCLOSE with the wrong sign.
